The concept of "sovereignty" as first compiled and expanded by Boden in a detailed book entitled "Six Offices on the Country" is of special importance from the point of view of the history of political thought..

Boden proposed the abstract concept of "sovereignty" as a substitute for the concept of "absolute province" of the Pope and the Church, and removed the discussion about the Sharia concept of politics from the field of political philosophy..

شاید یادآوری این نکته خالی از لطف نباشد که در شش‌دفتردرباره‌ی‌کشور، هیچ اشاره‌ای به نصوصی از انجیل، که هواداران و نیز مخالفان سیاست شرعی به آن‌ها استناد می‌کردند نیامده است، و تنها نصوصی از کتاب مقدس که مورد بحث بُدَن قرار‌گرفته، آیه‌هایی از عهد‌عتیق درباره‌ی سلطنت است.

بُدَن در تحدید حدود بحث سیاسی به تصریح می‌نویسد که:
«من جز از حاکمیت عرفی (souveraineté temporelle) که موضوع بحث من است، و نویسندگان چندان درباره‌ی آن بحث نکرده اند، سخن نخواهم گفت تا دانسته شود که کدام شهریاران به طور مطلق حاکم اند.»
